EWC Graduate Degree Fellowships provide an opportunity for fellows to study at University of Hawaii - Manoa Campus, and to became involved in EWC research project. Fellows also participate in a program of seminars and colloquia focusing on contemporary issues and community building in the Asia-Pacific region.

Asian Development Bank-Japan Scholarship Program (ADB-JSP)

The ADB-JSP program at the EWC/University of Hawaii, Manoa Campus is approved for 15 areas of study. Upon completion of their study programs, scholars are expected to contribute to the economic and social development of their home countries. Applicants will use the same application form of the EWC Graduate Degree Fellowship application.

EWC Asia Pacific Leadership Program (APLP) is a short-term certificate scholarship program designed to meet new educational and human resource needs during a time of increasing regional interdependence. Prospective applicants are recommended to take the institutional testing program - TOEFL (ITP-TOEFL) to be administered by institute of international education (IIE). The test score can be used for the EWC's scholarships/Fellowships application.

The International Monetary Fund (IMF) and Institute of International Education (IIE) announce the 2006/2008 Japan-IMF Scholarship Program for Advanced Studies to qualified Cambodians who plan to study Economics through Ph.D level at one of the leading / top universities in the United States and Canada.

Funding Provision: All reasonable expenses for 2 years and one round-trip airfare.
Eligibility: A citizen of Cambodia, age should not be over 27 at time of application, be in the process of applying from the Ph.D. in economics, strong economics background, must return to Cambodia and work at an international financial institution after completion of the study.

New Zealand Development Scholarships (NZDS)

New Zealand Development Scholarships (NZDS) is the New Zealand Government Scholarship program administered by New Zealand’s International Aid & Development Agency (NZAID).

The purpose of the New Zealand Development Scholarships (NZDS) scheme is for candidates to gain knowledge and skills that will contribute to their home country’s human resource development needs.

NZDS for Cambodia

This is the first year of the NZDS program introduced to Cambodia under an agreement with the Council for the Development of Cambodia (CDC) as part of the New Zealand bilateral development cooperation program.

New Zealand is offering up to eight scholarships per year, of which five are NZDS-Public category and three are NZDS-Open category scholarships.

NZDS-Public scholarships are for government officials of Cambodia who have a minimum three years work experience with the Royal Government of Cambodia (RGC) and are currently employed by the RGC.
NZDS-Open scholarships are offered to people in the private/civil sector (applications will be called for in 2006).

When and How to Apply for Cambodia

Television, radio and newspaper advertising of the NZDS scheme will begin in July 2005. Application forms are available from IDP Cambodia. NZDS-Public category applicants should submit their completed applicants to IDP Cambodia by 18 August 2005.

Selection Criteria for Public Category

To be eligible for an NZDS award, applicants must:

be a Cambodian citizen residing in Cambodia
not have citizenship or permanent residence status for New Zealand or Australia or be married or engaged to be married to a person who holds, or who is eligible to hold, New Zealand or Australian citizenship or permanent residence status
not hold or have held a New Zealand Government or Australian Government scholarship in the preceding 24 months at the time of application (excluding previous NZAID English Language Training for Officials - ELTO - scholarship recipients)
be applying to commence a new degree programme and not be seeking support for one already commenced
be available to take up the scholarship in the calendar year for which the scholarship is offered
hold a Bachelors degree, of strong academic merit, relevant to the proposed postgraduate qualification (Note: NZAID gives preference to candidates who do not already hold a graduate degree from an industrialised country)
be under 40 years of age at the time of application
satify the admission requirements of the New Zealand institution in which the course is to be undertaken
possess advanced English language skills with a minimum overall IELTS score of 5.5 (subject to testing)
have a minimum three years work experience with the Royal Government of Cambodia (RGC) and be currently employed by the RGC and be able to demonstrate a strong commitment to Cambodia’s public sector and to the development of Cambodia in general
have an appropriate work background for the anticipated field of study
satisfy New Zealand Government requirements for international student entry to New Zealand (including medical and character checks)
not hold any scholarship during the period of the NZAID-funded scholarship

Female and provincial applicants, applicants from minority and disadvantaged groups are strongly encouraged to apply.

Successful NZDS candidates may be required to undertake pre-departure training for up to nine months prior to tertiary studies in New Zealand.

Length and Level of Study

New Zealand Development Scholarships are for full-time, multi-year postgraduate study at the Graduate Diploma or Masters level.

Field of Study

In line with New Zealand’s Asia Strategy priorities, scholarships will be awarded in the following priority sectors:

Agriculture, forestry, fisheries, water resource management, environment and natural resources, rural development, bio-security (quarantine, phytosanitaion)
Sustainable tourism, eco-tourism
Law, justice, legal and judicial reform, human rights
Education (particularly primary education development)
Trade policy, international trade
Public sector development
Public health (HIV/AIDS, infectious diseases)

English Training Stipend

In recognition that some students will be required to undertake full-time pre-departure training prior to postgraduate studies, the New Zealand Government pays a stipend to all candidates who undertake prescribed pre-course training.

Scholarship Entitlements

The NZDS scheme covers tuition and orientation fees, an economy return airfare, a basic living allowance (including accomodation expenses), and medical and travel insurance. Assistance provided for some course-related costs, and a dependents' allowance may be provided for students with study programmes 18 months or longer.

Scholarship Conditions

Applicants who are offered the NZDS scholarship will be asked to sign a statement declaring that they will comply with the conditions of the scholarship:

full-time study of the approved programme
satisfactory academic progress
compliance with education institution regulations and NZAID’s scholarship conditions
compliance with New Zealand law as it applies to any agreement between awardees and the New Zealand Government
acceptance that the scholarship may be withdrawn by NZAID where awardees fail to comply with scholarship conditions
return to home country for a minimum period of two years within 14 days of the completion date of the scholarship

JDS Scholarship

Introduction

The Royal Government of Cambodia has been offered the Japanese Grant Aid for Human Resource Development Scholarship (hereinafter refereed to as JDS) by the assistance of the Government of Japan since the Japanese fiscal year of 2001-2002. 100 Cambodian JDS fellows have been sent to Japan for studying at higher educational institutions (hereinafter refereed to as “universities”) in the past 5 years. The objective of JDS Program in Cambodia is to provide nationals of Cambodia with opportunities for academic research at Japanese universities in order to support the Royal Government of Cambodia in its efforts to facilitate its own plans for human resources development, mainly for capacity building and institutional building. And thereby it extends and enhances the bilateral relationship between Cambodia and Japan. The JDS Program targets young government officials (including teaching staffs of higher educational institutions, researchers) and others with the potential to play leadership roles in their specialties after their return to Cambodia as well as to become leaders in Cambodia in the 21st century. Under this program, 25 fellows will be selected to study at Japanese universities for Master degree.

Qualifications and Requirements

Nationality: Applicants must be citizens of Cambodia.
Age: Between the ages of 22 and 34 as of April 1, 2006
(Born on/after April 2nd, 1971 and on/before April 1st, 1984)
*For Health Administration, between the ages of 22 and 39 as of April 1, 2006
(Born on/after April 2nd, 1966 and on/before April 1st, 1984)
Academic background: University graduate (Bachelor Holder)
*For Tokyo University of Agriculture and Technology, principally, total 16 years study history from primary school to university is obligated for the entrance. However, 15 years study history may be acceptable after University committee evaluates the study history contents and experience of occupation after University.
English Proficiency: TOEFL 500 / IELTS 5.5 or equivalent is preferable.
Health: Applicants must be in good mental and physical health.
*Those who passed second selection will undergo a medical check-up at the time of third selection in Cambodia.

Notes:

For those who are applying for the field of Law of Nagoya University, it is preferable to obtain a degree of Bachelor in Law.
For those who are applying for the field of Law of Yokohama National University, it is required to obtain a degree of Bachelor in Law.
Applicant who is currently receiving (or is scheduled to receive) another scholarship such as the Government of Japan (Monbu-kagakusho) scholarship, AusAID scholarship, ADB scholarship, World Bank scholarship, a scholarship from a private-sector organization, etc. shall NOT be eligible for selection as JDS fellow.
Military personnel and military civilian employees registered on the active list are NOT eligible to apply for admission. Personnel on temporary leave from the active list shall also be ineligible for admission. Personnel in compulsory military service are eligible.
The Royal Government of Cambodia will have the successful candidates of the Final Selection give a pledge to follow the conditions deemed necessary as scholarship fellows under the JDS Project. If a fellow violates any article of his / her pledge, the scholarship may be cancelled and other necessary steps will be taken.

Degree to be obtained: Master’s degree (usually 2-2.5 year courses)
Language at the University:
Basically concerned universities are able to conduct courses mainly in English.

Application forms will not be considered if they arrive after the closing date.
Application form sent by facsimile is not accepted.
No application will be accepted unless all of the necessary documents are fully and correctly completed.
Once the documents are submitted, any of them would not be returned.
All documents must be written in English. If the documents are written in language other than English, it must be accompanied by the English translation
No direct inquiries to universities in Japan shall be allowed.

Selection Procedure

First Selection (English Examination)

Applicants who have passed the basic check will be required to take an English examination held around the beginning of October 2005. This examination will consist of TOEFL style examination (English language).
Applicants for Economics field will be required to take a mathematics examination in the afternoon. This examination will examine candidates’ mathematics level for Technical Interviewers’ information.
The result of successful applicants will be notified within two weeks.
Regarding the result of the first selection, any inquiries by applicants shall not be permitted.

Second Selection (Screening by University)

Those application forms which have passed the First Selection will be examined and screened by Japanese Professors concerned in Japan.
In the middle of November 2005, the results of successful candidates will be announced by JICE. However the applicants who live in the provinces (or apply from outside of Phnom Penh) can make a telephone call to JDS Project Office to confirm your result.
Regarding the result, any inquiries by applicants shall not be permitted.

Third Selection (Technical Interview)

Applicants will be required to take a medical check-up at the designated hospital after the second selection around the end of November to the beginning of December 2005.
After the medical check-up, the applicants will undergo the Technical Interview around the middle of December 2005.
The result of successful applicants will be notified in the middle December.
Regarding the result, any inquiries by applicants shall not be permitted.

Final Selection (Comprehensive Interview)

Applicants will undergo the Comprehensive Interview by Operating Committee around the end of December 2005.
Successful candidates will be notified around the beginning of January 2006.
Regarding the result, any inquiries by applicants shall not be permitted.

The Placement to Japanese Universities

When selected as a successful candidate of the Final Selection and placed at the proposed university, the applicant may be required to fill out an application form for the university.
If the successful candidates of the Final Selection fail to pass the entrance examination of the University, scholarship may be cancelled.
No objection by the fellows will be allowed regarding the placement decision.
Transferring of university after entering is not accepted.

Tentative Schedule of JDS Program

English preparatory training: about 4.5 months (full-time) in Phnom Penh, starts in February 2006
Time of leaving for Japan: around the end of June, 2006

It will be required to attend English preparatory training in Phnom Penh for about 4.5 months on full time basis prior to your departure to Japan. The preparatory training will be conducted from February to June 2006.
The scholarship may be cancelled if JDS fellows fail to attend the preparatory training or fail to arrive in Japan by the appointed date.

Australian Development Scholarship

The ADS program is the official Australian Government scholarship program for overseas students. The program is administered through the Australian Agency for International Development (AusAID). The program is available in many developing countries, primarily in Southeast Asia and the Southwest Pacific. The purpose of the ADS is to provide an opportunity for people to gain skills and knowledge which will contribute to the development of their country.

ADS in Cambodia

The ADS program was introduced to Cambodia in 1994 through an agreement with the Council for the Development of Cambodia (CDC) as part of Australia's larger bilateral development cooperation program. AusAID offers approximately 20 scholarships per year to Government Officials in Cambodia.

When and how to apply

The ADS program is advertised mid-year through advertisements on television, radio and in the newspaper. Application forms are available from IDP Education Australia (IDP) within the Australian Centre for Education (ACE) in Phnom Penh and also in Siem Riep.

Government Officials who meet the selection criteria may seek counselling on study options from an IDP Counsellor. Course information is also available in handbooks and on-line from IDP's "Study in Australia" resource centre in Phnom Penh.

Selection

An ADS selection committee assesses applications in several stages, culminating in an interview. Assessment is based on matching applications to criteria, commencing with matching the applications to technical criteria. Language testing (in two stages) is also part of the culling process.

Selection criteria

have an acceptable Bachelor's degree
be under the age of 42 years
have advanced English language skills with a minimum overal IELTS score of 5.0 (subject to testing)
have a minimum three years RGC work experience and currently employed by the RGC
commit to returning to work for their government organisation for at least two years upon completion of their studies
have appropriate technical, academic and intellectual capacities in their field
demonstrate a strong commitment to Cambodia's public sector and the development of Cambodia in general

Women and provincial candidates are encouraged to apply.

Level and length of study

The scholarships are available for postgraduate study by course work only. Awards are at the level of Graduate Diploma or Master's Degree. Postgraduate course work usually takes between 12 and 24 months full-time study in Australia. Scholarships are not available for undergraduate or research-based study.

Field of study

Applicants should select fields of study that are relevant to the needs of their Ministry. The application form permits candidates to select two fields of study and to nominate two Australian institutions (from a select pool). Applicants should research their options before submitting their application form.

Scholarship entitlements

The ADS program provides a return airfare to Australia, academic and other compulsory fees, basic health insurance, an establishment allowance and a living allowance. The living allowance may be paid at a higher rate if the applicant is accompanied by a spouse. No assistance is available for the airfares of family members.

Scholarship conditions

Applicants who are offered an ADS award will be asked to sign a statement in which they accept the following conditions of the scholarship:

study in Australia is full-time
employment in Australia is restricted
regulations of the relevant institutions must be obeyed
academic progress must be satisfactory
withdrawal of the scholarship by the Australian Government is possible
return to Cambodia on completion of the scholarship is mandatory
eligibility to return to Australia for long-term residence within two years of departure at the end of the scholarship is restricted
the Australian Government is not responsible for any action of an applicant or the dependent of an applicant while in Australia

English training stipend

The Australian Government pays a stipend to all candidates who undertake prescribed pre-course language training in Cambodia. A relocation allowance for provincial candidates may apply.
