Application forms are available from IDP Cambodia. NZDS-Public category applicants should submit their completed applicants to IDP Cambodia by 18 August 2005.&lt;/span&gt;&lt;/p&gt;  &lt;p  style="font-family:georgia;"&gt;&lt;span style=";font-size:100%;color:blue;"  &gt;&lt;strong&gt;Selection Criteria for Public Category&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p  style="font-family:georgia;"&gt;&lt;span style="font-size:100%;"&gt;To be eligible for an NZDS award, applicants must:&lt;/span&gt;&lt;/p&gt;  &lt;ul  style="font-family:georgia;"&gt; &lt;li&gt;&lt;span style="font-size:100%;"&gt;be a Cambodian citizen residing in Cambodia&lt;/span&gt;  &lt;/li&gt;&lt;li&gt;&lt;span style="font-size:100%;"&gt;not have citizenship or permanent residence status for New Zealand or Australia or be married or engaged to be married to a person who holds, or who is eligible to hold, New Zealand or Australian citizenship or permanent residence status&lt;/span&gt;  &lt;/li&gt;&lt;li&gt;&lt;span style="font-size:100%;"&gt;not hold or have held a New Zealand Government or Australian Government scholarship in the preceding 24 months at the time of application (excluding previous NZAID English Language Training for Officials - ELTO - scholarship recipients)&lt;/span&gt;  &lt;/li&gt;&lt;li&gt;&lt;span style="font-size:100%;"&gt;be applying to commence a new degree programme and not be seeking support for one already commenced&lt;/span&gt;  &lt;/li&gt;&lt;li&gt;&lt;span style="font-size:100%;"&gt;be available to take up the scholarship in the calendar year for which the scholarship is offered&lt;/span&gt;  &lt;/li&gt;&lt;li&gt;&lt;span style="font-size:100%;"&gt;hold a Bachelors degree, of strong academic merit, relevant to the proposed postgraduate qualification (Note: NZAID gives preference to candidates who do not already hold a graduate degree from an industrialised country)&lt;/span&gt;  &lt;/li&gt;&lt;li&gt;&lt;span style="font-size:100%;"&gt;be under 40 years of age at the time of application&lt;/span&gt;  &lt;/li&gt;&lt;li&gt;&lt;span style="font-size:100%;"&gt;satify the admission requirements of the New Zealand institution in which the course is to be undertaken&lt;/span&gt;  &lt;/li&gt;&lt;li&gt;&lt;span style="font-size:100%;"&gt;possess advanced English language skills with a minimum overall IELTS score of 5.5 (subject to testing)&lt;/span&gt;  &lt;/li&gt;&lt;li&gt;&lt;span style="font-size:100%;"&gt;have a minimum three years work experience with the Royal Government of Cambodia (RGC) and be currently employed by the RGC and be able to demonstrate a strong commitment to Cambodia’s public sector and to the development of Cambodia in general &lt;/span&gt; &lt;/li&gt;&lt;li&gt;&lt;span style="font-size:100%;"&gt;have an appropriate work background for the anticipated field of study&lt;/span&gt;  &lt;/li&gt;&lt;li&gt;&lt;span style="font-size:100%;"&gt;satisfy New Zealand Government requirements for international student entry to New Zealand (including medical and character checks)&lt;/span&gt;  &lt;/li&gt;&lt;li&gt;&lt;span style="font-size:100%;"&gt;not hold any scholarship during the period of the NZAID-funded scholarship&lt;/span&gt;&lt;/li&gt; &lt;/ul&gt;  &lt;p  style="font-family:georgia;"&gt;&lt;span style="font-size:100%;"&gt;&lt;strong&gt;&lt;em&gt;Female and provincial applicants, applicants from minority and disadvantaged groups are strongly encouraged to apply.&lt;/em&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p  style="font-family:georgia;"&gt;&lt;span style="font-size:100%;"&gt;Successful NZDS candidates may be required to undertake pre-departure training for up to nine months prior to tertiary studies in New Zealand.&lt;/span&gt;&lt;/p&gt; &lt;/ul&gt;  &lt;p  style="font-family:georgia;"&gt;&lt;span style=";font-size:100%;color:blue;"  &gt;&lt;strong&gt;English Training Stipend&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p  style="font-family:georgia;"&gt;&lt;span style="font-size:100%;"&gt;In recognition that some students will be required to undertake full-time pre-departure training prior to postgraduate studies, the New Zealand Government pays a stipend to all candidates who undertake prescribed pre-course training.&lt;/span&gt;&lt;/p&gt;  &lt;p  style="font-family:georgia;"&gt;&lt;span style=";font-size:100%;color:blue;"  &gt;&lt;strong&gt;Scholarship Entitlements&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p  style="font-family:georgia;"&gt;&lt;span style="font-size:100%;"&gt;The NZDS scheme covers tuition and orientation fees, an economy return airfare, a basic living allowance (including accomodation expenses), and medical and travel insurance. Assistance provided for some course-related costs, and a dependents' allowance may be provided for students with study programmes 18 months or longer. &lt;/span&gt;&lt;/p&gt;  &lt;p  style="font-family:georgia;"&gt;&lt;span style=";font-size:100%;color:blue;"  &gt;&lt;strong&gt;Scholarship Conditions&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt;                                          &lt;p face="georgia"&gt;The Royal Government of Cambodia has been offered the Japanese Grant Aid for Human Resource Development Scholarship (hereinafter refereed to as JDS) by the assistance of the Government of Japan since the Japanese fiscal year of 2001-2002. 100 Cambodian JDS fellows have been sent to Japan for studying at higher educational institutions (hereinafter refereed to as “universities”) in the past 5 years. The objective of JDS Program in Cambodia is to provide nationals of Cambodia with opportunities for academic research at Japanese universities in order to support the Royal Government of Cambodia in its efforts to facilitate its own plans for human resources development, mainly for capacity building and institutional building. And thereby it extends and enhances the bilateral relationship between Cambodia and Japan. The JDS Program targets young government officials (including teaching staffs of higher educational institutions, researchers) and others with the potential to play leadership roles in their specialties after their return to Cambodia as well as to become leaders in Cambodia in the 21st century. Personnel on temporary leave from the active list shall also be ineligible for admission. The program is administered through the Australian Agency for International Development (AusAID). The program is available in many developing countries, primarily in Southeast Asia and the Southwest Pacific. The purpose of the ADS is to provide an opportunity for people to gain skills and knowledge which will contribute to the development of their country. &lt;/span&gt;&lt;/p&gt;  &lt;p style="font-family: georgia;"&gt;&lt;span style="font-size:100%;"&gt;&lt;b&gt;&lt;a name="ADS"&gt;&lt;span style=";color:blue;" &gt;ADS&lt;/span&gt;&lt;/a&gt;&lt;span style=";color:blue;" &gt; in Cambodia&lt;br /&gt;&lt;/span&gt;&lt;/b&gt;&lt;br /&gt;&lt;/span&gt;&lt;span style=";font-size:100%;" &gt;The ADS program was introduced to Cambodia in 1994 through an agreement with the Council for the Development of Cambodia (CDC) as part of Australia's larger bilateral development cooperation program. AusAID offers approximately 20 scholarships per year to Government Officials in Cambodia.&lt;/span&gt; &lt;/p&gt;  &lt;p style="font-family: georgia;"&gt;&lt;span style="font-size:100%;"&gt;&lt;b&gt;&lt;a name="When"&gt;&lt;span style=";color:blue;" &gt;When&lt;/span&gt;&lt;/a&gt;&lt;span style=";color:blue;" &gt; and how to apply&lt;br /&gt;&lt;/span&gt;&lt;/b&gt;&lt;br /&gt;&lt;/span&gt;&lt;span style=";font-size:100%;" &gt;The ADS program is advertised mid-year through advertisements on television, radio and in the newspaper. Application forms are available from IDP Education Australia (IDP) within the Australian Centre for Education (ACE) in Phnom Penh and also in Siem Riep.&lt;/span&gt; &lt;/p&gt;  &lt;p style="font-family: georgia;"&gt;&lt;span style=";font-size:100%;" &gt;Government Officials who meet the selection criteria may seek counselling on study options from an IDP Counsellor. Course information is also available in handbooks and on-line from IDP's "Study in Australia" resource centre in Phnom Penh.&lt;/span&gt; &lt;/p&gt;  &lt;p style="font-family: georgia;"&gt;&lt;span style="font-size:100%;"&gt;&lt;b&gt;&lt;a name="Selection"&gt;&lt;span style=";color:blue;" &gt;Selection&lt;/span&gt;&lt;/a&gt;&lt;br /&gt;&lt;/b&gt;&lt;br /&gt;&lt;/span&gt;&lt;span style="font-size:100%;"&gt;An ADS selection committee assesses applications in several stages, culminating in an interview. Assessment is based on matching applications to criteria, commencing with matching the applications to technical criteria. Language testing (in two stages) is also part of the culling process.&lt;/span&gt; &lt;/p&gt;  &lt;p style="font-family: georgia;"&gt;&lt;span style="font-size:100%;"&gt;&lt;b&gt;&lt;span style=";color:blue;" &gt;Selection criteria&lt;/span&gt; &lt;/b&gt;&lt;/span&gt;&lt;/p&gt;  &lt;ul style="font-family: georgia;"&gt; &lt;li&gt;&lt;span style=";font-size:100%;" &gt;have an acceptable Bachelor's degree &lt;/span&gt; &lt;/li&gt;&lt;li&gt;&lt;span style=";font-size:100%;" &gt;be under the age of 42 years  &lt;/span&gt;&lt;/li&gt;&lt;li&gt;&lt;span style=";font-size:100%;" &gt;&lt;span style=""&gt;have advanced English language skills with a minimum overal &lt;a href="http://www.idp.com/cambodia/ielts/article7.asp"&gt;IELTS&lt;/a&gt; score of 5.0 (subject to testing)&lt;/span&gt;   &lt;/span&gt; &lt;/li&gt;&lt;li&gt;&lt;span style=";font-size:100%;" &gt;have a minimum three years RGC work experience and currently employed by the RGC &lt;/span&gt; &lt;/li&gt;&lt;li&gt;&lt;span style=";font-size:100%;" &gt;commit to returning to work for their government organisation for at least two years upon completion of their studies&lt;/span&gt;  &lt;/li&gt;&lt;li&gt;&lt;span style=";font-size:100%;" &gt;have appropriate technical, academic and intellectual capacities in their field &lt;/span&gt; &lt;/li&gt;&lt;li&gt;&lt;span style=";font-size:100%;" &gt;demonstrate a strong commitment to Cambodia's public sector and the development of Cambodia in general&lt;/span&gt; &lt;/li&gt; &lt;/ul&gt;  &lt;p style="font-family: georgia;"&gt;&lt;span style=";font-size:100%;" &gt;Women and provincial candidates are encouraged to apply.&lt;/span&gt; &lt;/p&gt;  &lt;p style="font-family: georgia;"&gt;&lt;span style="font-size:100%;"&gt;&lt;b&gt;&lt;a name="Level"&gt;&lt;span style=";color:blue;" &gt;Level&lt;/span&gt;&lt;/a&gt;&lt;span style=";color:blue;" &gt; and length of study&lt;br /&gt;&lt;/span&gt;&lt;br /&gt;&lt;/b&gt;&lt;/span&gt;&lt;span style=";font-size:100%;" &gt;The scholarships are available for postgraduate study by course work only. Awards are at the level of Graduate Diploma or Master's Degree. Postgraduate course work usually takes between 12 and 24 months full-time study in Australia. Scholarships are not available for undergraduate or research-based study.&lt;/span&gt; &lt;/p&gt;  &lt;p style="font-family: georgia;"&gt;&lt;span style="font-size:100%;"&gt;&lt;b&gt;&lt;a name="Field"&gt;&lt;span style=";color:blue;" &gt;Field&lt;/span&gt;&lt;/a&gt;&lt;span style=";color:blue;" &gt; of study&lt;br /&gt;&lt;/span&gt;&lt;/b&gt;&lt;br /&gt;&lt;/span&gt;&lt;span style=";font-size:100%;" &gt;Applicants should select fields of study that are relevant to the needs of their Ministry. The application form permits candidates to select two fields of study and to nominate two Australian institutions (from a select pool). Applicants should research their options before submitting their application form.&lt;/span&gt; &lt;/p&gt;  &lt;p style="font-family: georgia;"&gt;&lt;span style="font-size:100%;"&gt;&lt;b&gt;&lt;a name="Scholarship"&gt;&lt;span style=";color:blue;" &gt;Scholarship&lt;/span&gt;&lt;/a&gt;&lt;span style=";color:blue;" &gt; entitlements&lt;br /&gt;&lt;/span&gt;&lt;/b&gt;&lt;br /&gt;&lt;/span&gt;&lt;span style=";font-size:100%;" &gt;The ADS program provides a return airfare to Australia, academic and other compulsory fees, basic health insurance, an establishment allowance and a living allowance. The living allowance may be paid at a higher rate if the applicant is accompanied by a spouse. No assistance is available for the airfares of family members.&lt;/span&gt; &lt;/p&gt;  &lt;p style="font-family: georgia;"&gt;&lt;span style="font-size:100%;"&gt;&lt;b&gt;&lt;span style=";color:blue;" &gt;Scholarship &lt;/span&gt;&lt;a name="conditions"&gt;&lt;span style=";color:blue;" &gt;conditions&lt;/span&gt;&lt;/a&gt;&lt;br /&gt;&lt;/b&gt;&lt;br /&gt;&lt;/span&gt;&lt;span style=";font-size:100%;" &gt;Applicants who are offered an ADS award will be asked to sign a statement in which they accept the following conditions of the scholarship:&lt;/span&gt; &lt;/p&gt;  &lt;ul style="font-family: georgia;"&gt; &lt;li&gt;&lt;span style=";font-size:100%;" &gt;study in Australia is full-time &lt;/span&gt; &lt;/li&gt;&lt;li&gt;&lt;span style=";font-size:100%;" &gt;employment in Australia is restricted &lt;/span&gt; &lt;/li&gt;&lt;li&gt;&lt;span style=";font-size:100%;" &gt;regulations of the relevant institutions must be obeyed &lt;/span&gt; &lt;/li&gt;&lt;li&gt;&lt;span style=";font-size:100%;" &gt;academic progress must be satisfactory &lt;/span&gt; &lt;/li&gt;&lt;li&gt;&lt;span style=";font-size:100%;" &gt;withdrawal of the scholarship by the Australian Government is possible &lt;/span&gt; &lt;/li&gt;&lt;li&gt;&lt;span style=";font-size:100%;" &gt;return to Cambodia on completion of the scholarship is mandatory &lt;/span&gt; &lt;/li&gt;&lt;li&gt;&lt;span style=";font-size:100%;" &gt;eligibility to return to Australia for long-term residence within two years of departure at the end of the scholarship is restricted &lt;/span&gt; &lt;/li&gt;&lt;li&gt;&lt;span style=";font-size:100%;" &gt;the Australian Government is not responsible for any action of an applicant or the dependent of an applicant while in Australia &lt;/span&gt;&lt;/li&gt; &lt;/ul&gt;  &lt;p style="font-family: georgia;"&gt;&lt;span style="font-size:100%;"&gt;&lt;b&gt;&lt;a name="English"&gt;&lt;span style=";color:blue;" &gt;English&lt;/span&gt;&lt;/a&gt;&lt;span style=";color:blue;" &gt; training stipend&lt;br /&gt;&lt;/span&gt;&lt;/b&gt;&lt;br /&gt;&lt;/span&gt;&lt;span style=";font-size:100%;" &gt;The Australian Government pays a stipend to all candidates who undertake prescribed pre-course language training in Cambodia.
